Paul Franklin

Paul Franklin is a process automation control veteran with 33 years of experience in pneumatic, electric, hydraulic, and electronic instrumentation and controls. Franklin spent over 36 years working for the city of Los Angeles in wastewater/water reclamation, hydroelectric facilities, and fossil fuel power generation. During his career with the Los Angeles Department of Water and Power (LADWP), he spent five years as a supervisor and I&C technical trainer, developing apprentice and journey-level instrumentation personnel training programs.
 
Franklin also worked with and programmed distributed control systems (DCS) and programmable logic controller (PLC) systems from multiple manufacturers, including Allen-Bradley, Triconix, ABB Bailey, General Electric, and Westinghouse Electric. Additionally, he worked alongside automation engineers to develop technical specifications, loop testing, tuning, and commissioning of multiple plant distributed control systems. Among some of Franklin’s most notable achievements include serving on the local Los Angeles ISA Board for six years, where he earned the Jake C. Groenewegen Distinguished Service Award. He also served as the Air Quality Management District/Environmental Protection Agency CEMS coordinator and volunteered as a shop steward for IBEW Local 18 for many years.
 
Franklin, a Level 2 Certified Control Systems Technician® (CCST®), has been a member of ISA since 1996. Recently retired from the LADWP, he is ready to leverage his experience as a certified trainer for ISA.
