Abstract - The security of the utility and energy industry, including information systems and industrial SCADA systems, became a national issue on Sept. 11, 2001. With the recent proliferation of knowledge through the Internet, it is now very easy to locate specific information regarding SCADA and automation systems. Over 90% of major SCADA and Automation vendors have all of their manuals and specifications available on-line to the general public. In the past, those who had the motivation to create destructive hacking attacks against Industrial and SCADA networks did not have the knowledge to know what they were breaking into. Those who had the knowledge of SCADA and Industrial networks did not have the motivation to conduct any destructive attacks.
