The selection and implementation of SCADA (Supervisory Control and Data Acquisition System) for production and pipeline facilities of Oil and Gas industry is discussed in this paper. This includes hardware and software selection for main SCADA system servers and work stations, selection of main RTU’s (Remote Control Units), MMI’s (Man Machine Interface Units), Telecommunication Systems, LAN (Local Area Networks) and WAN (Wide Area Networks), Plant Information Net works as well as integration to other control systems such as DCS (Distributive Control Systems) and measurement systems. The paper discusses the basic criteria for the selection of SCADA system such as study of existing facilities, distances and I/O requirements for Offshore and Onshore I/O, Safety, Control and MMI requirements. The paper provides details of design criteria for the SCADA system such as requirements for local and remote operation, ease of maintenance, data storage and data distribution requirements, and interface with plant telecommunication, information and various other control systems. The paper also discusses implementation of such large distributive SCADA system which requires timely planning and scheduling of all the activities including preparation of bid packages, review and selection of vendors, detailed design, bid awards contractors, right of way and site preparation, installation and start up activities. In conclusion, the paper provides a comprehensive view of SCADA system and it’s associated systems from conception to commissioning phase.
