ISA12.16, Increased Safety for Zone 1, Hazardous Locations
The committee shall survey, monitor, and participate in the development of national and international standards, practices, and codes for increased safety as a protection technique, and promote the understanding of increased safety.
1. To summarize current practices for increased safety as a protection technique for electrical equipment intended for use in hazardous (classified) locations.
2. To publish standards and practices for the construction, marking, and performance of equipment, using increased safety as a protection technique.
3. To submit proposals, as needed, for revisions to standards and practices outlining the various methods for increased safety to prevent ignition of flammable atmospheres.
ISA12.16 met on 27 February 2013 in San Diego, California, with the meeting hosted by Acting Chairman Bill Lawrence. He welcomed the members and guests to the meeting and outlined the goals for the meeting. It was noted that the minutes of the previous meeting (October 2012) had been approved as no comments were received within the 30 day comment period.
Fourteen possible voting members of the 15 voting members were available and represented a quorum should any voting be necessary.
Lawrence reported that work program for ISA12.16 includes only the following. Work on the next US adoption of 60079-7 will not start until publication of the IEC document:
Monitoring the IEC process for the development of the 5th edition of IEC 60079-7 on type of protection “e”
Following the meeting, ISA12.16 Chair Kurt Boegli and ISA12.16 Acting Chair Bill Lawrence agreed that, as the ballot for reaffirmation of ISA-60079-7 (4th Ed.) passed the committee and subcommittee ballots, the comments received during the ballot will be held and addressed during the next revision of ISA-60079-7 (following publication of IEC 60079-7, Ed. 5). ISA Staff proceeded with ANSI review of the current edition of ISA-60079-7 for reaffirmation, followed by S&P Board approval and ANSI approval in conjunction with co-publication with UL.
Lawrence noted that the IEC revision process for the 5th edition of IEC 60079-7, type of protection “e”, continues. The document was circulated as a 2CD for National Committee comment with the comment period ending Friday, 22 February 2013. The compilation of comments was available to Maintenance Team members. The technical comments were reviewed and discussed with guidance provided to US experts who will be attending the upcoming meeting of TC31/MT60079-7 to discuss these comments. It is expected that review of the comments may extend to a second meeting before either a 3CD or a CDV can be prepared. The progress of this document will continue to be monitored.
The next meeting of ISA12.16 will be Fall 2013 to review the developments in the projects for the 5th edition of IEC 60079-7.
